English, digital services and financial-system context.
English: EF EPI 2025 is used as a comparable national adult English-proficiency benchmark. It does not measure English availability in a specific neighborhood, hospital, landlord relationship or government office.
Digital government: The United Nations E-Government Development Index is used as a broad proxy for digital public infrastructure and online public-service maturity. It is not a coworking-space or private-sector infrastructure score.
Financial access: Global Findex account ownership is used only as a national financial-inclusion benchmark. It measures resident financial-account penetration and is not evidence that a foreign visitor can open a domestic account.
- Croatia ranks second in EF EPI 2025, giving it the strongest English-proficiency benchmark of the first five research countries.
- The UN EGDI is a country-level digital-government measure and does not measure individual accommodation or coworking quality.
- Resident financial inclusion is high, but foreign-visitor banking access still needs separate research.
When a long stay can become a tax-residence issue.
- Under Croatia's General Tax Act framework, a person is considered to have residence where accommodation is owned or possessed continuously for at least 183 days in one or two calendar years; actual physical occupation of that home is not necessarily required.
- Habitual residence is linked to circumstances showing that the stay is not merely temporary and uses a continuous or connected period of at least 183 days in one or two calendar years.
- Where homes or residence links exist in more than one country, personal and economic connections become important.
- Croatia's framework is therefore less suitable for a simplistic day-count-only interpretation.
- The immigration digital-nomad stay period and tax-residence determination are separate legal questions.
Treaty note: Current Croatian government guidance explains treaty tie-breakers including permanent home, centre of vital interests and habitual residence when two countries both regard a person as resident.
Immigration residence, digital-nomad permission and tax residence are separate legal concepts. Holding a visa does not by itself settle tax residence.
